Did You Know...

Opinion by Carl Bergmann,
08-14-1999

I've been one of the working class here in Okaloosa County for many years, till I decided to seek better fortune elsewhere.  Years afterwards, I'm back, and I don't like what I see...

Our Board of County Commissioners (BOCC) and other officials of our county and city government seem to feel that tourism is the only answer to building and maintaining our little economy.  It seems to escape them that encouraging large industries through tax incentives and other enticements will create higher paying skilled and/or professional jobs.  These types of jobs would have a positive, longer lasting residual effect on our economy.  The BOCC seems to be running a bias campaign to encourage the tourism industry and, ehmm, special projects that will benefit the elite, privileged few in this area (more on those folks later) -- like conference centers for example.

Some other interesting points...

The BOCC wants to raise our property taxes to pay for park recreation construction and maintenance.  To make matters worst, they are trying to create another bureaucracy called the Leisure Services Department (LSD)!!!  Oh boy, we need that!  Yet another way to let tax dollars fall through the cracks of a corrupt bureaucratic government... They claim we demanded for it... I don't recall being asked, much less pounding their doors down saying we need more parks?!  The BOCC and Chris Holley also say they "may" use the money to support the little league.  Hummm... again, I wasn't asked, and what little league(s) in the surrounding communities of major populous centers are they going to support?  If we need parks and little league improvements, let the funds drawn from the bed tax pay for it along with other community improvements...  We can have that law rewritten so that money can help fund infrastructure improvements, especially ones that support tourism and the overall effects of the tourist industry on our county; other states and municipalities are doing it, so can we.  Let tourism feed itself and pay for the county-wide improvements on our infrastructure, and our environment that they (the tourist) stress every year.

I understand that Chris Holley makes well in excess of $100,000 dollars per year... that's a record salary of one of the highest paid county managers in this state. This kinda brings up some other points I'd like to share...

With all this extravagance and so called civic minded spending suddenly coming to surface, I thought I'd share some facts with you (let's just forget about the recent raises the BOCC gave themselves and their associates for now).  Did you know that...

... The 1992 per capita income was $18,060 in Okaloosa County? *

... Did you know that 6% of children born on this county are of low birth weight? *

... Did you know that the graduation rate was reported as 89.60% for the 1993/94 school year? *

... Did you know that of 28,886 children enrolled in school, there were 9,189 Okaloosa County students eligible to participate in the 1993/94 Free/Reduced School Lunch Program?** (lots of hungry kids from poor families)

... Did you know that 10.6 percent of the population is 65 years and over?*

... Did you know that in 1994, 5.5 percent of the civilian labor force of 72,892 were unemployed? *

... Did you know that the total number of Social Security recipients for December 1993 are 21,530, retired workers 13,025, Supplementary Security Income recipients 2,175.  That's 36,730 people from a total population of 163,707 for 1995 or roughly 22% of the population on fixed incomes...*  God help them if they are property owners that worked all their lives for a home only to have it taken away because they can't pay the high taxes on it. By-the-way, those taxes also fund extravagant pay raises for the Board of County Commissioners and County Manager, parks, TDC's, LSD's and the little league... (did I already mention that?) And I won't even touch the issue of the millions of dollars in TDC funds being poured into advertisements and other lame ideas to attract more people that help crowd and pollute the place we live in more so. Tourist, by-the-way, aren't property taxpayers, but you better believe that they will use these parks more than the locals!

... Did you know that for all these people on low fixed incomes, the BOCC wants to raise the property taxes from .0066 to .2999 mills!  That's 45 times the original tax rate!  That's 30 cents on the $1000, or $30 per year tax for a $100,000 property in addition to other taxes-- for PARKS & A LITTLE LEAGUE!  That's a lot of picnic tables, balls and bats for those needy picnic-goers and little leaguers.

The new tax stands to be a hefty source of revenue for the county to squander away...  Seems to me that we still have a lot of hungry, poor, under-educated, low paid or jobless folks in our county, and it's been that way for some time.  We need more parks, tourist, TDC's, LSD's and government sponsored little leagues like we need a hole in our heads.
